  [据现在太空飞行网站2010年2月22日报道]  据NASA在2月22日发布的2011财年预算估计的内容,NASA正试图激励私人太空运输供应商参与它的商业乘员计划,公平对待正在出现的太空公司和已经建立的太空公司。NASA还计划在2010年末完成一份商业运载工具载人级标准草案。
  
  在2011财年的预算估计中,NASA展示了商业乘员提案的几个细节,但是并没有提供明确的时间表来确定NASA何时开始选择供应商。NASA官员之前称,他们希望最早从2014年开始进行商业飞行,但是这些时间表或许有些乐观。最快的公司称,他们在获得合同后大约3年就可以具备初始运行能力,但是第一份合同直到2011年才可能授出。
  
  文件建议NASA采用与商业轨道运输服务(COTS)项目相似的方式来采购乘员运输飞船。在COTS项目中,政府资助太空探索公司和轨道科学公司开发航天舱来运送国际空间站的货物。这样的采购模式将基于技术开发和财务的状况,为商业合作伙伴提供NASA资金。合作伙伴需要向该项目投入资金。

  NASA预算估计称,竞争的目标是由多达4家公司来分担运载火箭、乘员舱和支持技术的工作。在挑选的公司达到开发里程碑并展示技术和财务的稳定性后,NASA将授出运行任务合同。之后NASA还有一个类似的商业再补给服务合同计划,用于国际空间站的后勤再补给任务。

Lockheed Martin, ATK Reintroduce Athena Rocket Line

WASHINGTON — Lockheed Martin and Alliant Techsystems (ATK) will attempt to resurrect the long-dormant Athena series of small-satellite launchers under an arrangement announced by the companies March 25.

The upgraded Athena 1c and Athena 2c rockets will feature the same Castor 120 solid rocket motors as their predecessors, but use the newly developed Castor 30 motor for their upper stage, the companies said in a press release. The original Athena vehicles used the Orbus 21D motor built by the former Chemical Systems Division of United Technologies Corp.

The new Athena vehicles will be used to launch payloads weighing up to 1,712 kilograms into low Earth orbit and could be available for launches starting in 2012, the press release said.

Lockheed Martin Space Systems of Denver developed the original Athena 1 and Athena 2 rockets in the 1990s to launch small payloads for government and commercial customers. However, the market did not materialize as expected and the company stopped offering the vehicles in the early part of the next decade.

The Athena rockets flew seven times, with two failures. Among the successes was the December 1998 launch of NASA’s Lunar Prospector mission aboard the three-stage Athena 2 rocket.  

ATK Space Systems of Magna, Utah, will be responsible for providing the motors for the upgraded Athena vehicles, along with other structures, integration and support. The solid-fueled Castor 30 was developed for Orbital Sciences Corp.’s planned Taurus 2 medium-class rocket and has been tested on the ground, the press release said. The Castor 120 has been used on Dulles, Va.-based Orbital’s Taurus 1 rocket in addition to the original Athena line.

Lockheed Martin will be responsible for mission management, payload integration and launch operations of the Athena vehicles, the press release said.

Athena’s target market is currently served by Orbital with its Pegasus, Taurus 1 and Minotaur family of vehicles, and by Space Exploration Technologies Corp. of Hawthorne, Calif., with its Falcon 1E rocket.

“The new Athena family will fill an industry need for lift capability in this payload range,” Scott Lehr, vice president and general manager of strategic and commercial systems at ATK Aerospace Systems, said in a prepared statement.

继洛马宣布启动下一代商业化Athena火箭,Space Florida开始与洛马和ATK谈判使用SLC46发射场发射Athena。

Space Florida年初从45航天联队获得两个退役发射场(SLC36和SLC46)的使用权。前者包括SLC-36A 和-36B,退役前是Atlas火箭的发射场;后者退役前是Athena火箭发射场。Space Florida将对两个发射场进行修缮后向商业用户开放,前者仍将用来发射液氧煤油火箭,潜在客户是OSC的Taurus II,后者仍用来发射固体火箭,潜在客户是洛马的新一代Athena

CAPE CANAVERAL, Fla. (March 26, 2010) - Space Florida is pleased to announce that it is currently engaged in dialogue with Lockheed Martin and ATK regarding the use of Space Launch Complex 46 at Cape Canaveral as a key Florida launch location for the next generation of Athena rockets.

On March 25, Lockheed Martin and ATK issued a press release stating their intentions to offer Athena Ic and IIc launch services from Cape Canaveral, Kodiak Launch Complex in Alaska, Vandenberg AFB (CA) and NASA Wallops Mid-Atlantic Regional Spaceport.

"The Athena family of rockets holds great potential for accommodating a wide range of commercial, civil and military payloads into Low Earth Orbit and beyond," noted Space Florida President Frank DiBello. "In addition to discussions currently taking place regarding the Athena, we continue working with a number of launch providers to make SLC-46 a multi-use site, and ultimately increase the total number of launches from Florida."

Space Florida received directed 2009 federal appropriations from Senator Nelson, through NASA, and will utilize this funding toward planning infrastructure improvements at SLC-46 and SLC-36, as NASA-directed funding cannot be used for construction. Additionally, the Florida House and Senate each have passed legislation to provide flexibility for a 2008 appropriation, which will be used to advance upgrade work on SLC-36 in support of commercial launch activity and critical job creation. The organization is working closely with the legislature to secure additional investments that will drive job creation through aerospace economic development in Florida.

航天飞机退役后,哈勃这类大型望远镜的维修都成问题了。

    恐怕还是得搞轨道拖船,弄一个专门的舱段,装上动力,机械手,气阀舱和维修备件啥的,平时对接在空间站上,需要的时候弄个飞船接在后面然后和空间站分离爬到高轨道上接近目标然后修理,完事了再降下来回空间站,万一出问题乘员组直接进飞船返回。。。。。
